
In 19 Lisbon neighborhoods and eight parishes, new Local Accommodation (AL) holiday homes have been prohibited, with a full restriction in the historic center of the capital.
Lisbon City Council has created a new map outlining these restrictions, which is open for public consultation until April 15. The map details the proportion of AL establishments in comparison to family homes in each area.
In locations where AL establishments exceed 5% of total housing, new licenses will not be granted. For areas where AL properties make up between 2.5% and 5%, new licenses will be issued selectively based on individual cases.
Certain neighborhoods, including Bairro Alto, Madragoa, Castelo, Alfama, Mouraria, Colina de Santana, Baixa, Avenida da Liberdade, and Avenida Almirante Reis, already have AL occupancy rates of 20% and are entirely restricted from further expansion. In Santa Maria Maior, AL accommodations account for 68.8% of housing.
New AL establishments will not be permitted in Alcântara, Estrela, Misericórdia, Santa Maria Maior, São Vicente, Santo António, Arroios, and Avenidas Novas.
Other areas that may face additional restrictions include Belém, Campo de Ourique, Penha de França, Parque das Nações, Ajuda, and Campolide.
The council is also monitoring Arreeiro, Avenidas Novas, Arco do Cego, and Bairro dos Aliados, as well as locations further from the historic center, such as Olivais, Encarnação, and Alto do Chapeleiro in Santa Clara.
