
International professionals aiming to work in Luxembourg now have a clearer and faster pathway, thanks to the release of the 2025 Official List of Occupations in High Shortage. This list, published in Luxembourg’s official government journal, identifies 22 professions where local labor is not sufficient to meet demand. For third-country nationals—those from outside the EU or EEA—this list activates a streamlined process for securing employment and residence in Luxembourg.
This year’s edition brings several updates. Compared to the 24 occupations featured in 2024, the current list highlights 22 key professions, including new entries in technical and consulting fields. Notable additions include roles in mechanical maintenance, aircraft maintenance, bodywork repair, management consultancy, and railway traffic operations.
Newly included professions:
- Industrial mechanical maintenance
- Aircraft maintenance
- Bodywork repair
- Management consultancy
- Railway network traffic operations
At the same time, a number of occupations were removed. These roles no longer meet the criteria for critical shortage due to a more balanced ratio between job openings and local job seekers in those sectors. Removed from the list this year:
- Financial market management
- Roofing installation
- Production engineering
- Operational equipment maintenance
- Psychology
- Human resources development
- IT systems consulting
For non-EU/EEA professionals whose skills match one of the listed occupations, the benefits are significant. Labor certificates are processed in as little as five working days, and the visa process is simplified. Employers are supported through Luxembourg’s employment agency, ADEM, which allows them to request foreign labor certificates when advertising a position or at any point during the job listing’s active period.
