Hong Kong has expanded its list of eligible professions to attract more foreign talent, addressing local workforce shortages. The updated Talent List, effective from March 1, now includes 60 professions where local expertise is in short supply. This expansion aims to streamline the immigration process for skilled professionals applying under various admission schemes.
Qualified foreign workers can benefit from immigration facilitation when applying through the Quality Migrant Admission Scheme, the General Employment Policy, and the Admission Scheme for Mainland Talents and Professionals. Employers hiring professionals listed under the updated Talent List no longer need to provide proof of unsuccessful local recruitment, making it easier and faster to bring in overseas talent.
With the recent revamp of the Quality Migrant Admission Scheme, applicants who meet the criteria outlined in the Talent List receive favorable consideration under the General Points Test. This scheme is designed to attract highly skilled individuals to settle in Hong Kong and contribute to its economic competitiveness. Unlike traditional work visa programs, applicants under this scheme do not need a confirmed job offer before applying. Successful candidates can also bring their spouses to Hong Kong.
The scheme evaluates applicants based on a set of prerequisites, followed by one of two assessment routes—the General Points Test or the Achievement-based Points Test. The General Points Test includes 12 criteria, while the Achievement-based Points Test has two assessment categories. Regular selection exercises are conducted, with those meeting the requirements considered for approval.
The General Employment Policy provides another route for skilled professionals seeking employment opportunities in Hong Kong. The latest update to the Talent List introduces nine additional professions across various sectors, including financial services, innovation and technology, legal and dispute resolution services, aviation, and shipping. New additions include accountants, financial professionals with expertise in Islamic markets, experienced professionals in commodities trading, systems architects, patent specialists, legal knowledge engineers, ship surveyors, experts in green shipping, and aircraft maintenance engineers.
Applicants can submit their applications through the Immigration Department’s electronic platform. Additionally, starting from February 26, 2025, a revised fee structure has been introduced, featuring a new application fee and a two-tiered visa or entry permit issuance fee to further encourage talent and capital investment.
